Memo <br />11.11 1111% - 4ASSO(I4AT -ES <br />TRUE <br />TO: Mayor Blesener & Members of the City Council <br />FROM: Lee Elfering, City Engineer <br />DATE: July 13, 2005 <br />RE: City Hall Parking Lot Reconstruction <br />The condition of the City Hall parking lot has been deteriorating faster than expected. <br />The anticipated cause of the failures is possible natural springs and poor soils <br />underneath the parking lot. The location of the worst deterioration is in the middle public <br />parking area of the lot. In anticipation of future reconstruction of the lot, drain tile has <br />been installed up the driveway as part of the Noel Drive Street reconstruction. Due to <br />the street Contractor being in close proximity to the City Hall parking lot, we asked for a <br />quote to reconstruct the entire lot, including adding drain tile and a 1 -foot subgrade <br />correction. Quotes were also requested from two other Contractors to complete the <br />work, but only one was received. Tower Asphalt is the prime contractor on the 2005 <br />Street Reconstruction project and provided the lowest quote for the work. The two <br />quotes for full parking lot reconstruction are as follows: <br />Tower Asphalt $60,688.00 <br />Frattalone Paving $75,754.60 <br />Three options exist for the City. The first is that although the cost of the improvement is <br />over $50,000.00, the work could be added by Change Order to the 2005 Street <br />Reconstruction project. The second option would be to not do any of the parking lot <br />work at this time and bid the project early next year in an attempt to receive a better <br />price through more competitive bidding and more favorable bidding time next year. <br />The third option would be to reconstruct only a portion of the lot. As stated previously <br />the worst area of the lot is the middle section of the public parking area. We could <br />remove the reconstruction of the City Employee side of the lot, and possibly the north <br />end of the lot. I have spoken with Tower Asphalt and they indicated that the unit prices <br />given would be honored if the City Employee lot portion was removed. They indicated <br />they would want to review the amount that would remain if both the employee lot and <br />north end of the lot were removed.
