Hanson <br />www.ci.little- canada.mn.us <br />MEMORANDUM <br />TO: Mayor Blesener and Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: July 8, 2005 <br />RE: New Cingular CUP for Wireless Communications Tower <br />Additional information has been submitted for consideration in the above referenced matter <br />pursuant to the Council's request. That information includes the following: <br />▪ A letter from Mark Holm dated June 281" discussing the lease at the water tower site. <br />• A letter from Mike Coghlan of Sabre Communications Corporation discussing <br />monopole collapse issues. <br />• A sketch of the proposed tower to be located at 3250 Spruce Street that now provides <br />for an additional co- locate opportunity (four versus three). <br />• A revised site plan with landscaping date June 2, 2005. <br />• A letter from Debra Weiss on American Tower letterhead dated July 8, 2005 further <br />discussing the problems locating on the Donovan tower site. <br />• RF maps showing current coverage and changes with other antenna options. <br />From staff's perspective, there are some issues for the Council to consider. They are: <br />1. The tower lease did not expire last year (one of the terms did) but can theoretically go <br />until 2019. However, each lease term is five years and Cingular can chose not to <br />renew with 30 days notice prior to the end of a term. Therefore, staff would <br />recommend that the lease be revised to extend the lease term to be solid through 2019 <br />with essentially the same terms as today. If Cingular isn't comfortable with that, then <br />we could consider a shorter term, but we would need to revise the financial <br />considerations. By not doing so, we may be running the risk that the new tower could <br />supplant the water tower location and the existing lease cancelled in less than four <br />years. (Please note that Mark Holm said this would not happen and that eliminating <br />the water tower would leave a hole in their coverage area that can't be tilled by the <br />new tower, but the RF maps do not depict that situation.) The City Attorney should <br />comment on ability to make this a condition of CUP issuance. <br />2. Debra Weiss indicated to me that the whip antenna on the Donovan Tower that was <br />preventing a co- locate by Cingular could not be pointed upward (would likely require <br />
