Fencing. The Zoning Ordinance does not provide specific dimensional requirements <br />for fencing associated with essential service structures. In this regard, such fencing is <br />considered and processed as a "security fence." According to Section 903.020.F.8. of <br />the Ordinance, fences which are erected primarily to secure a particular area have <br />"arms" inward toward the enclosure not to exceed thirty-six (36) inches in length, <br />located a minimum of six (6) and a maximum of eight (8) feet above ground level, on <br />which arms barbed wire may be strung. According to the submitted application <br />materials, a six (6) foot chain link fence with three (3) strands of barbed wire will <br />enclosed the subject site perimeter. <br />Outdoor Signage. It has not been indicated whether the area to be fenced is to be <br />utilized for outdoor storage. As a condition of CUP approval, outdoor storage is to be <br />prohibited, excepting materials determined by the City to be customary and incidental to <br />the antenna tower use. <br />Landscaping. According to Zoning Ordinance, all lots within the I -P districts shall have <br />not less than twenty -five (25) percent of the lot area dedicated to landscape green area <br />in compliance with Section 903.020.G. of this Ordinance. A landscape plan has not <br />been submitted with this conditional use permit application. Landscape plans must be <br />submitted to and approved by the City Council. <br />Summary and Recommendation <br />An initial issue in consideration of the requested CUP application is whether or not the <br />proposed use can be "reasonably" accommodated via co- location of the proposed <br />antenna upon an existing site tower. According to submitted materials, American Tower <br />Corporation has exhausted all possible co- location possibilities.
