Hanson <br />www.ci.little-eanada.mn.us <br />MEMORANDUM <br />TO: Members of the Parks & Recreation Commission <br />FROM: Joel Hanson, City Administrator <br />DATE: June 30, 2005 <br />RE: Watershed's Request to Waive Park Charge (revised) <br />Attached is correspondence from Cliff Aichinger, Administrator of the Ramsey /Washington Metro <br />Watershed District that requests the City to waive our park charge for their new building on Noel Drive. <br />As you know, Section 2101 of the City's Code establishes the park charge at five percent of land value. <br />(A copy of this ordinance is attached.) In this case, the appraisal that served as the basis for the sale <br />generated a value of $150,000 for this site. At five percent, a park charge of $7,500 is yielded. The <br />Watershed also paid $27,500 for the additional land that was purchased from Norm's Tire. That yields an <br />additional $1,375 for a total park charge of $8,875. <br />You will note that the park charge is applicable when a subdivision is involved. A subdivision from <br />Norm's Tire did occur thereby making the entire property subject to the park charge provisions. <br />Mr. Aichinger has indicated the project budget is very tight. It is also true that RWMWD has been very <br />helpful in water resource protection and Gervais Mill park amenities. However, I want to make it clear <br />that no commitment has been made on the City's part to waive this fee. Our letter of understanding and <br />the subsequent purchase agreement make no mention of waiving any fee (nor do they mention paying <br />one). <br />In any event, the Parks and Recreation Commission should make a recommendation to the City Council <br />regarding this issue. <br />cc: Mayor & City Council <br />Jim Morelan, Parks & Recreation Director <br />Cliff Aichinger, RWMWD <br />
