I talked to Jim about the meeting. I will not attend the parks commission meeting since I think <br />their decision is s forgone conclusion, but I will be attending the Council meeting and making our <br />appeal based on several factors: <br />1. Our contribution to the City's park system through our additional features constructed in Gervais <br />Mill Pond Park (which were not required, but were done in good faith in the spirit of cooperation). <br />2. Our continued efforts to assist the City in restoration of the park vegetation. <br />3. Our efforts with DNR to stock and maintain the urban fishing ponds in Gervais Mill Pond. <br />4. We paid generously for the Little Canada property. We freely paid commercial rates for this <br />property according to an assessment that provided no deduction for the significant soil correction that <br />we have to do on the property. <br />5. Our assistance to the City with the design of Noel Drive and our providing water quality treatment <br />for road drainage in our rain gardens. Also we are being asked to pay for catch basins that we <br />understood were in the street construction plans. <br />6. We have committed to providing educational programming on our site and linking to Gervais Mill <br />Pond Park. This is a direct benefit to the City and the Parks Program and will cost many time more than <br />the requested fee over the next several years. <br />I'll refine these arguments, but these are off the top of my head. We paid $27,500 for Norm's property. <br />I'm not going to use our budget concerns as an argument. That isn't relevant to the decision, but it will <br />have an impact. I would rather put the funds to use in the property features and education programs than <br />pay out as a permit fee. True it is a subdivision of property, but it is not like a home subdivision or <br />commercial /retail center. <br />Thanks for any help you can give us.
