515 Little Canada Road, Little Canada, MN 55117 -1600
(651) 766 -4029 / FAX: (651) 766 -4048
www.ci.little-canacla.mn.us
MEMORANDUM
TO: Mayor Blesener and Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: July 8, 2005
RE: City Center Parking Lot
MAYOR
Bill Bleacher
COUNCIL
Jim LaValle
Rick Montour
Barbara Allan
John Keis
ADMINISTRATOR
Joel R. Hanson
With the work on Noel Drive, it seemed like a good time to make some improvements to the parking
lot at City Hall. The drive area and much of the main parking lot have been showing significant
break -up over the last few years. Staff believes this is caused by perched water as evidenced by the
streams of water flowing across the parking lot days after a rain event. To address this problem, we
believe the addition of drain tile is needed as well as new base material. We also believe we could
modify the grade of the lot and improve drainage between the water tower driveway and the main
entrance. This would necessitate some curbing removal and reinstallation. Lastly, there are some
other curb sections that should be replaced due to cracking or settlement.
Lee Elfering, our City Engineer, obtained a price from Tower Asphalt (Noel Drive contractor) that
seemed a bit high (about $63,000 to do the work above and all asphalt surfaces). He has been
attempting to get pricing from other contractors and should have the needed information by
Wednesday's meeting. He is also pricing various options to enable us to chose the amount of work
we want done. We must also keep in mind that we can execute a change order with Tower Asphalt
for their full estimate. Pricing from another contractor will have to be under $50,000 to avoid
competitive bidding requirements that would add more time to this process.
This would be a non - budgeted item that we could address from the infrastructure fund. Based on the
pricing Lee obtains, staff will have a recommendation for Wednesday's meeting.
cc: Lee Elfering
Bill Dircks
