MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />FEBRUARY 13, 2008 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was convened on the 13th day of <br />February, 2008 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 5:30 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor Mr. Bill Blesener <br />Council Member Ms. Barbara Allan <br />Council Member Mr. John Keis <br />Council Member Mr. Michael McGraw <br />Council Member Mr. Rick Montour <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />City Clerk Ms. Kathy Glanzer <br />INFORMATION The purpose of this evening's workshop meeting is to conduct an <br />UPDATE Information Update between the City Council and City Staff. The City <br />Administrator reviewed his Information Update Report dated February 8, <br />2008 in detail. Following are the highlights of that report. <br />LITTLE The City Administrator reported that a new railing will be installed on the <br />CANADA Little Canada Road bridge over 35E. The new railing will be more <br />BRIDGE more decorative in nature than the current chain-link fence. MN DOT will <br />also be painting the cement walls on the bridge, and the City has the <br />option of choosing a color other than just the standard cement coloring. It <br />was the consensus of the Council that the color should be similar to one of <br />the colors used for on the freeway noise walls (the pillar sections). <br />ELECTRIC The City Administrator noted that the electric franchise fee that the City <br />FRANCHISE enacted five years ago is set to expire at the end of 2008. It was noted that <br />FEE this fee was enacted to offset State funding cuts. Should the City choose <br />to continue the fee, it is necessary to act on the extension six months prior <br />to its sunset at the end of the year. The Administrator reported that the <br />electric franchise fee generates approximately $200,000 in revenue for the <br />City each year. He also noted that the fee helps to fund the City's <br />Infrastructure Fund and has been used to make up any cuts in State <br />payments to the City.
