MINUTES <br />CITY COUNCIL <br />FEBRUARY 13, 2008 <br />another State budget deficit and the potential for cuts in local government <br />aid. <br />It was the consensus of the Council that discussion of the continuation of <br />the electric franchise fee should be placed on the Council's agenda for <br />consideration within the next two to three months. <br />RFP FOR The City Administrator reviewed the history of the potential development <br />HOTEL of a hotel on Country Drive and discussions with Don Gagne relative to <br />DEVELOPMENT his interest in selling his property for a hotel development. The City <br />Administrator reported that he informed Mr. Gagne that the City would <br />need site control of the necessary property in order to proceed with an <br />RFP. That site control would likely be an option to purchase the property <br />which could then be transferred directly to the developer. Mr. Gagne has <br />expressed hesitation in selling his property to the City and prefers to sell <br />directly to the developer. The Administrator indicated that at the present <br />time, Mr. Gagne does not appear willing to proceed, but he would be in <br />contact within the next week. It was the consensus of the Council to leave <br />this matter on hold until Mr. Gagne is willing to proceed. <br />VIKING The City Administrator reviewed in detail a draft Request for Proposals <br />DRIVE RFP for the development of City-owned parcels at the northeast corner of Rice <br />Street and Highway 36. He noted that he has combined both parcels in the <br />RFP given that it may be more difficult to develop the smaller parcel <br />(14,000 to 15,000 square feet) without the larger one (40,000 square feet). <br />The Administrator reported that he has already had some interest <br />expressed in these properties, and those developers indicated their <br />willingness to develop both sites. <br />In reviewing the draft RFP, the Council discussed the types of <br />development that would be acceptable and instructed the City <br />Administrator to include "quick service restaurant" as an acceptable use. <br />Examples of a quick service restaurant would be Panera Bread or <br />Chipotle. <br />The Administrator pointed out that the RFP raises the issue of the <br />petroleum leak that occurred on the site as well as the need for compliance <br />with wetland regulations. Further noted was the City's expectation to <br />received fair market value for the property as well as the fact that the City <br />would provide no financial assistance towards the developments of these <br />sites. <br />The Administrator reviewed the timeline proposed in the RFP. He <br />suggested that he would have the RFP's out early next week. <br />2 <br />
