In the alternative, the City would need to eliminate the categorization of signs by <br />content. In this option, the City would create an allowance for a specific amount of <br />signage on any particular lot, set by zoning district. In this way, there would be a size <br />and location regulation only, with no special categories. Staff would formulate an <br />amendment to address this option as directed by the City Council. <br />Summary <br />The sign ordinance should be amended to avoid the challenges that have been made to <br />the Hopkins and Eden Prairie ordinances. We would want to accomplish a number of <br />goals with this amendment. <br />1. Eliminate most or all content -based categories from the Ordinance. <br />2. Provide justification for any content -based categories that remain. <br />3. Create a template for sign size and location for each zoning district that <br />avoids content classification. <br />4. Create an overall sign maximum that would apply to any sign, regardless of <br />district and purpose. <br />5. Create a classification system that would avoid having the all regulations <br />thrown out in the event of a successful challenge. <br />We will be prepared to discuss this further at the upcoming City Council meeting. <br />Pc: Kathy Glanzer <br />
