our small, 7500 wan generator at the B2 lift station and use the 15,000 watt generator to
pump down the Dianna and Jessica Court lift stations. This scenario would most likely
require a bigger fuel tank on the small generator, which could be done at a minimal cost.
The remaining lift stations would be checked periodically and would need to be pumped
at some point if the power was out longer than two to three hours. These lift stations are
the Woodlyn, the Maple Leaf Court, and the County Road B stations. They would need
to be pumped once and then could monitored for another two to three hours. These
conditions exist during the day when businesses and schools are using water. Maple Leaf
Court could be monitored even less frequently, and the B and Woodlyn stations could be
monitored less frequently at night and on weekends.
In a worst case scenario city hall would need to be powered up at some point. That
would require the use of another generator or one that we were currently using. The
small generators would not work at city hall. It would take at least a 50 kW generator to
get full service at city hall. Rather than stretching the generators already in use even
thinner, an option would be to get on a rental program with Ziegler Cat. They provide
ready -to -use generators on a first call, first served basis in four hours with two hours
being the average delivery time. A rental program would allow us to bring in a generator
for city hall and another to use between the low priority lift stations and the Sleepy
Hollow lift station if the rains continued and the pond kept rising. The risk is not getting
a call to Ziegler in time to obtain a generator. That would leave us exposed in a critical
time. Staff is checking with other generator manufacturers to see if there are other, more
solid rental programs available. Another option available to us is the use of other cities'
generators. One issue with that scenario is if we are having trouble, generally our
neighboring cities are as well. There is a mutual aid contact list available on the City of
Fridley website and we also have numerous additional contacts with other cities. Staff
will try to make contacts with cities a little farther away to increase the possibility of
borrowing equipment from a city that wasn't affected by the storm or power outage that
affected us. Another issue with borrowing from other cities is the fact that there are
many different kinds of plugs available and they aren't compatible with each other. We
would need to find cities that have the same setup as we have. Ramsey County
Emergency Operations is in the process of gathering a list of generators and other
equipment that all cities in Ramsey County have that would detail things such as plug-
type and wattage so that all cities know whom they can contact to get the proper
generator for their application.
So, once we were able to acquire more generators our optimal setup would be as follows:
The large 200 kW generator would be at the booster station pumping up the tower. The
100 kW generator would be in use at the Keller lift station with periodic checks of the
Maple Leaf Court lift station. The two small generators would be pumping down the B2,
Dianna, and Jessica Court lift stations. There would be a 50 to 60 kW rental /borrowed
unit set up at city hall and an additional 100 kW rental /borrowed unit being used between
the low priority lift stations and the Sleepy Hollow lift station. The addition of two
generators would help us out immensely in an emergency situation. It would allow us to
pay close attention to our high priority stations as well as monitoring and staying on top
4
