Memo <br />ILfCfING & IASSOCI -AT -ES <br />TAUA NOATA <br />TO: Mayor Blesener & Members of the City Council <br />FROM: Lee Elfering, City Engineer <br />DATE: November 3, 2005 <br />RE: 2006 Street Improvements Project <br />As part of the proposed 2006 budget the City is looking at improving several street <br />segments. The improvements vary from rehabilitation by mill and overlay to full street <br />reconstruction. To insure a cost effective project all work would be combined into a <br />single project for bidding purposes. A list of the proposed streets is as follows: <br />Morrison Street (Demont Ave. to Rose Lane) <br />Rose Lane (McMenemy Street to west end) <br />Sextant Avenue (Savage Lane to Morrison Street) <br />Savage Lane (Sextant Ave. to north end) <br />Ruth Street (Demont Ave. to Old County Road C) <br />LaBore Road (Centerville to DeSoto) <br />Note: Staff would also recommend we reconstruct the parking lot at <br />CityCenter as part of the above listed projects. <br />As with all the previous street improvement projects, a portion of the project cost would <br />be assessed in accordance with the City's assessment policy to the adjacent benefiting <br />properties. The City would be responsible for any difference between the total project <br />cost and the assessable value. The assessing of public improvements requires that the <br />Minnesota Statutes Chapter 429 process for local improvements be followed. A required <br />step in this process is the preparation of a feasibility study to ensure that the project is <br />necessary, cost effective, and feasible from an engineering standpoint. Therefore at this <br />time we are requesting that the City Council authorize preparation of a feasibility study <br />for the 2006 Street Improvements Project. <br />As with all the street improvement projects over the last few years a public informational <br />meeting would be held with abutting property owners to discuss the proposed <br />improvements and receive input.
