We have now received some cost estimates based on the initial design and I believe they <br />will force us to come up with alternatives as none of the jurisdictions seem willing to be <br />responsible for the indicated costs. From Little Canada's standpoint, I have continued to make it <br />clear that our City is not willing to pay for the buyout of a gas station and other potential damage <br />claims that are not associated with city improvements. The County is considering revising their <br />cost participation policy, but this issue won't be resolved in time to allow construction in 2013. <br />I believe Mr. Auge will talk about various options to improve Rice Street that may include the <br />following: <br />® Build the full reconstruction project (funding is an issue) <br />• Just do an overlay to improve the driving surface and buy us some time that may help <br />with right -of -way acquisition issues. (Expected life of 5 — 10 years.) <br />• Do a modified project that mills and overlays the street surface and may try to address <br />the split phase signal at County Road C. We may also be able to add right turn lanes <br />on Rice at some intersections, install sidewalks (maybe on Roseville's side south of C <br />and on our side north of C), and possibly bury the utility lines (but I think that is <br />doubtful). If this approach were taken, Rice Street wouldn't see major improvements <br />for at least 20 years. <br />We have also received the cost estimate for burying the power lines on Rice from Xcel. The <br />total cost is projected at $1,636,492 (See Attachment A). While today most of the power <br />infrastructure is located on Roseville's side of Rice, that would change if it were undergrounded <br />due to right -of -way access and other conflicts. With that in mind, the cost split is $1,095,756 to <br />Roseville and $540,736 to Little Canada. We could recover that amount with a City Requested <br />1 <br />
