Also, if we split <br />50/50 with Roseville, we would have to come up with another $277,510. <br />The County will be looking for your reaction to the workscope, cost implications, and <br />acceptability of potential alternatives to assist them in deciding how to move forward with this <br />project. <br />Xcel Undergrounding Charges <br />Related to the above issue as well as our experience on Little Canada Road, I believe we need to <br />seek changes to the information we are provided for undergrounding electric. It is my concern <br />that Xcel could be adding charges that aren't really part of our project. I also believe they may <br />not be providing us with appropriate credits for pole moving /replacement that they would have <br />incurred if undergrounding did not take place. <br />This concern is based on the extremely limited information we are given regarding the costs to <br />underground (no itemization at all). It also stems from comments from two different designers <br />about including costs that don't appear to he related directly to our work. <br />Faciliting a change in this practice will likely involve the following steps: <br />1. Make Xcel aware of our concerns and request the additional detail (I believe that <br />request will be denied.) <br />2. Seek legislative changes through the League of Minnesota Cities policy committees. <br />3. Review issue with the Suburban Rate Authority (we are not a member, but Roseville <br />is). <br />4. Consider action with the Public Utilities Commission (probably the best step). This <br />would require the assistance of the City Attorney. <br />I have talked with Roseville staff about this issue. I would like your input as to how far we <br />should push this. <br />Little Canada Road Update <br />The City Engineer and 1 met with representatives of St. John's Church this past week. We <br />reviewed the parking, right -turn lane, and right -of -way impacts. While they are supportive of <br />our efforts, they have some concerns about the impact of the right -turn lane on the corner of their <br />property. To that end, I suggested we have Bill Sanders draw up a couple of sketches as to the <br />possible treatments for that area given the need for a retaining wall and the loss of some mature <br />trees. <br />Public Works Garage /Owasso Area Redevelopment <br />I will attempt to have an update from McGough Construction as to their interest in redeveloping <br />this area by Wednesday night. <br />2 <br />
