MINUTES <br />PLANNING COMMISSION <br />APRIL 12, 2012 <br />Duray asked what the building addition would be constructed of. Grotkin <br />replied that the existing building is a precast fabcon and the same panels <br />and manufacturer will be used for the building addition. Roof heights will <br />match. <br />Knudsen asked if the revised plans were adequate to address the issue of <br />the door. The City Planner replied that there should not be any <br />impediment in constructing the driveway as shown on the revised plans. <br />Duray recommended approval of the Amendment to the Conditional Use <br />Permit for proof of parking and the Subdivision approval to combine two <br />platted lots requested by Lapham Hickey Steel at 3250 Spruce Street <br />based on the revised plans submitted this evening and subject to <br />compliance with the recommendations of the City Planner as outlined in <br />his April 6, 2012 report and the City Engineer as outlined in his April 4, <br />2012 report. <br />Motion seconded by Knudsen. <br />Motion carried:7 — 0. <br />PUD PERMIT — Justin Rath, representing the owner of 2905 Country Drive, appeared <br />2905 before the Commission requesting approval of a Planned Unit <br />COUNTRY Development (PUD) Permit to allow the operation of an adult day -care <br />DRIVE — facility at 2905 Country Drive as proposed by the Hmong MN Senior <br />HMONG MN Center. Rath indicated that the use is similar to the one approved about <br />SENIOR a year ago, that being Dynamic Connections, a day -time home school <br />CENTER program for autistic children and their families. <br />Rath reported that the adult day -care facility is proposing to occupy the <br />back half of the building. Dynamic Connections occupies the front quarter <br />of the building on the south and Temo Sunrooms the front quarter of the <br />building on the north. <br />Knudsen asked about traffic flow given the similar uses of Dynamic <br />Connections and the Hmong MN Senior Center. Mr. Sab, Program <br />Director of the Hmong MN Senior Center, reported that the center has six <br />15- passenger vans that will leave the site at 8:00 amt. to pick up clients; <br />returning at9:00 a.m. The vans will then leave at approximately 3:00 p.m. <br />to bring clients home. The entrance and drop -off area for the vans is at the <br />back of the building (west side). Vans will be parked in the back parking <br />lot and will remain overnight on the property. The access door for <br />Dynamic Connections is on the south side of the building and that is also <br />their designated parking area, <br />- 3 - <br />22 <br />
