MINUTES <br />PLANNING COMMISSION <br />APRIL 12, 2012 <br />Knudsen asked about the door to the northeast pavement area and whether <br />or not this paved area will have street access. Grotkin presented revised <br />plans which show a driveway access for this pavement area out to Country <br />Drive. He noted that traffic flow will occur through a portion of the <br />building. Grotkin stated that he will submit the revised plans to the City <br />Engineer for review and approval. <br />The City Planner noted the request to combine the two lots to <br />accommodate the building expansion. Currently the Lapham Hickey <br />building and the existing billboard are on separate parcels. The <br />combination would put both structures on the same lot. The City Planner <br />indicated that the billboard is non - conforming, and the Code suggests that <br />non - conformities be addressed at the time of zoning actions. The City <br />Planner recommended that approval of the CUP Amendment and <br />Subdivision be conditioned that the property owner enters into an interim <br />use agreement with the intention of terminating the billboard at the end of <br />the current lease agreement. <br />The Lapham Hickey representative thought there was a 10- year lease in <br />place for the billboard with 8 years remaining. He indicated that he would <br />have to discuss this with the home office, but did not anticipate a problem. <br />Knudsen noted that the Commission recommends approval of the CUP <br />Amendment and Subdivision, that condition would be part of the approval. <br />Grotkin asked if the billboard could be made part of a smaller piece of <br />property. The City Planner indicated that that was highly unlikely to be <br />approved given the billboard is a non - conformity. <br />Duray asked if the City required proof of the number of employees in <br />processing a proof of parking. The City Planner indicated that it was <br />common to rely on the employee count submitted by the applicant. He <br />noted that one of the conditions is that the City can require additional <br />parking be installed if it becomes evident that the parking is not adequate. <br />The Planner also noted that the Lapham Hickey building is in a relatively <br />remote location. Duray noted that there is a lot of available area to <br />construct additional parking if it is needed. <br />Maleitzke asked about the body of water location across Spruce and the <br />plan to address run -off. Grotkin noted that a storm water plan was <br />presented to both the City Engineer and the Watershed District for <br />approval. <br />Duray asked about landscaping. Grotkin noted that a landscaping plan has <br />been submittedwhich- includes a variety of plants. He also indicated that <br />they would be open to any suggested modifications. The City Planner <br />indicated that the landscape plan is more than adequate for an industrial <br />property. <br />- 2 - <br />21 <br />
