Reis noted the potential for the mobile home park to redevelop as <br />commercial. He asked the impact of vacating Park Street in this <br />light. <br />Blesener suggested that if the park ever redeveloped, access issues <br />would be dealt with as part of the redevelopment. LaValle stated <br />that he did not foresee the redevelopment of the mobile home park <br />for many, many years. The Administrator agreed, and pointed out <br />the impact of relocation benefits should the mobile home park <br />redevelop. <br />Frank Graczyk, owner of Terrace Heights Mobile Home Park, <br />stated that the vacation of Park Street did not appear to have any <br />benefit to the mobile home park. Graczyk indicated that his first <br />preference was that Park Street not be vacated. His second <br />preference would be to vacate the easterly 20 feet of Park Street <br />from County Road B -2 to the former Transit Street and retain the <br />full right -of -way for Park Street lying between the former Transit <br />Street and Demont Avenue. <br />Graczyk also questioned the City Engineer's statement that the <br />mobile home park's private road was actually 5 feet east of the <br />centerline of the Park Street right -of -way. Graczyk indicated that <br />this has never been determined, and felt that given the manhole <br />locations, the street may be about 1 % feet east of the centerline <br />rather than 5 feet. <br />Graczyk reported that the School District fenced their ballfields in <br />the mid- 1970's and since that time the mobile home park has been <br />maintaining the area. At times, the area has been an eyesore <br />resulting from the storage of vehicles, etc. Graczyk stated that the <br />mobile home park has asked for the help of the City's code <br />enforcement officers to clean this area up. However, it has been a <br />difficult area to police for the mobile home park since they do not <br />own the property. <br />Blesener asked if the City is responsible for the upkeep of the <br />private drive on the Park Street right -of -way. The City <br />Administrator noted that this is not an improved right -of -way from <br />the City's standpoint. The City Administrator stated that he would <br />have the City Engineer determine the exact location of the Park <br />Street right -of -way. <br />Blesener suggested that City staff contact the School District to <br />determine what they want to accomplish in the vacation of this <br />right -of -way. <br />- 1 0 - <br />
