Memo archIN6 41SSO(If1TtS MN NOM1I TO: Mayor Blesener & Members of the City Council FROM: Lee Elfering, City Engineer DATE: March 3, 2005 RE: Possible Park Street Vacation As the Council is aware the City is reconstructing County Road B2 and as part of the project will be adding a sidewalk along the north side of the street. Due to the location of the powerlines and the cost of moving them, the installation of the sidewalk requires that the Roseville School District provide a sidewalk easement along their property. The school has indicated that they will grant the easements at no cost to the City. During discussions with them, the school requested that the City vacate the Park Street right -of- way that abuts the school field on the west to allow more room for the field area. It is important to note that the school has not indicated that the vacation would in anyway affect the granting of the easements for the sidewalk as the sidewalk is of large benefit to them for pedestrian access to the school. The vacation is a request. We do not know of any plans to improve Park Street to a public street and at this time do not see the need in the future. Therefore, we believe vacation of the street would be an option to review. The City does have sanitary sewer running down Park Street so a drainage and utility easement would need to be maintained over the area. If the City Council believes that the vacation of Park Street would be acceptable we would request that you direct staff to schedule and notice a public hearing to discuss the matter.
