Memo <br />archIN6 41SSO(If1TtS <br />MN NOM1I <br />TO: Mayor Blesener & Members of the City Council <br />FROM: Lee Elfering, City Engineer <br />DATE: March 3, 2005 <br />RE: Possible Park Street Vacation <br />As the Council is aware the City is reconstructing County Road B2 and as part of the <br />project will be adding a sidewalk along the north side of the street. Due to the location of <br />the powerlines and the cost of moving them, the installation of the sidewalk requires that <br />the Roseville School District provide a sidewalk easement along their property. The <br />school has indicated that they will grant the easements at no cost to the City. During <br />discussions with them, the school requested that the City vacate the Park Street right -of- <br />way that abuts the school field on the west to allow more room for the field area. It is <br />important to note that the school has not indicated that the vacation would in anyway <br />affect the granting of the easements for the sidewalk as the sidewalk is of large benefit <br />to them for pedestrian access to the school. The vacation is a request. <br />We do not know of any plans to improve Park Street to a public street and at this time do <br />not see the need in the future. Therefore, we believe vacation of the street would be an <br />option to review. The City does have sanitary sewer running down Park Street so a <br />drainage and utility easement would need to be maintained over the area. <br />If the City Council believes that the vacation of Park Street would be acceptable we <br />would request that you direct staff to schedule and notice a public hearing to discuss the <br />matter.
