AGREEMENT BETWEEN <br />RAMSEY COUNTY HRA and CITY OF LITTLE CANADA <br />FOR ENVIRONMENTAL RESPONSE FUNDS <br />This is an Environmental Response Fund Grant Agreement between the Ramsey County <br />Housing and Redevelopment Authority ( "HRA ") and City of Little Canada ( "GRANTEE "). <br />WHEREAS, On December 22, 2002, the HRA approved an increase in the mortgage <br />registration and deed tax effective February 1, 2003, for the purpose of creating an <br />Environmental Response Fund per Minnesota Statutes, section 383A.80; and <br />WHEREAS, on August 9, 2005, based upon an application from GRANTEE dated April <br />29, 2005 ( "APPLICATION "), the HRA approved an Environmental Response Fund grant to the <br />GRANTEE in the amount of Forty -Six Thousand Seven Hundred Twenty -Five and 00 /100 <br />Dollars for remediation activities at the Village of Little Canada, Mooney's Phillips 66 Station <br />site in the City of Little Canada; and <br />NOW, THEREFORE, it is agreed: <br />1. Grant Amount <br />The HRA grants the GRANTEE a sum not to exceed Forty -Six Thousand Seven Hundred <br />Twenty -Five and 00 /100 Dollars ($46,725.00) which funds shall be used only to <br />reimburse it for expenses incurred after August 9, 2005, in performing activities specified <br />in the APPLICATION, which is incorporated herein by reference, to the extent those <br />activities are within the scope of Minnesota Statutes §383A.81. <br />2. Payment <br />Grant funds will be disbursed to the GRANTEE on a reimbursement basis only. <br />Requests for payment must be accompanied by such documentation as deemed <br />reasonable by the HRA, in its sole discretion, including but not limited to vendor invoices <br />and proof of payment for eligible activities and by a certification that expenditures were <br />made for environmental remediation activities specified in the APPLICATION and no <br />other funds were then available to reimburse these expenses. <br />3. Reporting <br />Upon the expenditure of all funds covered by this Agreement, the GRANTEE shall <br />submit a report to the HRA on the progress of the work and a financial summary of all <br />sources and uses of funds for the work. <br />4. Accounting and Record Keeping <br />For all expenditures of funds made pursuant to this Agreement, GRANTEE shall keep <br />financial records including properly executed contracts, invoices, and other documents <br />1 <br />2 <br />
