Hanson <br />www. ci.little- canada. mn. us <br />MEMORANDUM <br />TO: Mayor Blesener & Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: October 21, 2005 <br />RE: Consolidated Dispatch <br />Attached is correspondence received from County Manager David Twa relative to the <br />consolidation of dispatch services. As you are aware, significant discussion has occurred <br />regarding this topic, especially dealing with the equity (or lack thereof) of placing the <br />consolidated dispatch center costs on the county tax levy. That concern focused on the fact that <br />St. Paul has about 50% of the County's tax base, but 70% of dispatch activity. <br />After considerable discussion and negotiation (Mayor Blesener represented our interests), a <br />compromise solution was &rived at that had 60% of the costs for the consolidated dispatch <br />center spread over the County tax base and 40% based on calls for service. In the Cost <br />Allocation sheet attached, you will note that our direct costs (those billed to and paid by the City <br />of Little Canada) will be $41,994 starting in 2007. As a comparison, our 2006 dispatch costs <br />through our Sheriff's Contract are projected at $39,462. Therefore we are seeing only a slight <br />increase in direct costs to the City's budget. <br />Maplewood and St. Paul have agreed to the new program. It sounds as though White Bear Lake <br />may agree as well. The County Manager has not yet met with us to discuss this program, but a <br />resolution is included with his memo that we could adopt indicating our support of the proposed <br />funding methodology. Governance and dispatch protocols would also have to be resolved before <br />we enter into a specific agreement. I believe the Maplewood Agreement will provide you with <br />the outline of those issues. <br />I am presenting the resolution at this time in order that you can discuss this matter before we <br />meet with the County Manager. You can either chose to adopt the resolution if you are <br />comfortable with its provisions or we can raise any issues we feel need attention. I believe the <br />resolution is an accurate portrayal of what was agreed to by the suburban coalition. Mayor <br />Blesener can provide additional background material. <br />
