1 a. Exception: With a combination of permanent year -round screening and landscaping, <br />2 the parking setback of passenger vehicles (cars and trucks of less than one ton capacity) <br />3 may be reduced to twenty feet (20') from the front property line. The combination of <br />4 permanent year -round screening and landscaping may include: <br />5 (1) Coniferous trees and street trees as designated in the City Street Tree Master Plan, <br />6 (2) Shrubs, <br />7 (3) Berms, <br />8 (4) Masonry walls or other architectural improvements (no setback variance <br />9 required), <br />10 (5) Sunken parking lot elevations. <br />11 <br />12 Any combination of subsection A2a (1) through (5) above shall provide a minimum <br />13 permanent year -round height of thirty six inches (36 ") from the highest point of the <br />14 parking lot curb, consisting of eighty percent (80 %) opaque screening of the parked <br />15 vehicles as seen from the public right of way. If deciduous material is used, the berm <br />16 shall be higher and require less in the amount of vegetation. Where landscape materials <br />17 are proposed, they shall be of such type and size to meet the height and opacity <br />18 requirements within thirty six (36) months or less after installation. <br />19 <br />20 b. Visibility: Traffic visibility shall not be impeded by fencing, structures, plantings or <br />21 berms within forty feet (40') of an intersection or driveway. <br />22 <br />23 3. Side Yards:All side yard area not utilized for parking or open storage shall he landscaped. <br />24 Screening provided along the interior side lot line shall be set back a minimum of twenty <br />25 feet (20') from any public right -of -way line. <br />26 <br />27 4. Rear Yards: Parking of vehicles shall be permitted no closer than forty feet (40') to the <br />28 rear lot line of adjoining residential districts and shall be screened from view from adjacent <br />29 residential areas. The forty foot (40') strip adjacent to the rear lot line shall be landscaped. <br />30 Parking of vehicles shall be permitted no closer than five feet (5') to rear lot lines adjoining <br />31 nonresidential districts. <br />32 <br />33 B. Off - Street Parking: See Section 1018. <br />34 <br />35 C. Prohibited Uses:. Residential, commercial and public uses such as schools and churches <br />36 shall be prohibited uses in industrial zoning districts. (Ord. 1173, 9 -23 -1996) <br />37 <br />38 D. Performance Standards: <br />39 1. Noise: Any use established in an industrial district shall be so operated that no noise <br />40 resulting from said operation which would constitute a nuisance is perceptible beyond the <br />41 premises. This does not apply to incidental traffic, parking and off - street loading operations. <br />42 2. Smoke And Particulate Matter: The emission of smoke or particulate matter is prohibited <br />43 where such emission is perceptible beyond the premises to the degree as to constitute a <br />44 nuisance. <br />45 3. Toxic Or Noxious Matter: No use shall, for any period of time, discharge across the <br />3 <br />
