MINUTES <br />Parks & Recreation Commission <br />November 7, 2002 <br />TRAILS <br />is The developers stated that if they donate the wetland and the easements for access to the <br />City, they would want to negotiate the park charge per lot since they did not think it was fair <br />for them to pay for a full charge. They indicated that the wetland and access to the wetland is <br />worth something <br />Gray recommended that the City acquire the undeveloped wetland, easements for access to <br />the wetland at Outlots A & B, and also the park charge per lot with staff to negotiate that <br />charge. <br />Motion seconded by Larson. <br />Motion approved 6 — 0. <br />Barbara Allen, a resident of the area, stated that the City should ask for the full park charge <br />fee, the wetland, and access to the wetland from the developers since the owner had removed <br />the land from the tax rolls several years ago claiming that it was undevelopable, and the <br />County is only making him pay back the past five years' taxes. <br />Broten suggested that the powerline trail be continued from Edgerton Street to Vanderbie, <br />and then from Vanderbie down to Allen Avenue. He felt that this option would be safer than <br />running the trail down Edgerton Street and it would cut down on the amount of land needed <br />from abutting property owners. The Commission favored this idea. <br />Sackett Glaser suggested that this trail also be extended north to Centerville Road with an <br />off -road trail on Centerville at County Road D. <br />The Commission also recommended that dashed connection lines be added to the Trails Plan <br />at the Water Works Creek and at Demont Avenue to cross I35E. <br />The Director recommended revising the Trails Master Plan based on discussions at the <br />workshop with the Council and also adding the freeway crossing discussed tonight. The <br />Commission can review connection alternatives at the next meeting. <br />GERVAIS Sanders stated that his firm was retained by the County to plan the improvements to Gervais <br />BEACH Beach. This project is scheduled to be bid in February with construction to start in early <br />spring. The beach will be closed next year due to these improvements. Improvements will <br />include: <br />+ Reconstruction of driveway and parking areas. <br />♦ Removal of picnic shelter. <br />+ Removal of buckthorn. <br />9, Adding walkway with picnic tables on top of hill. <br />• Replacing old beach house with new one. <br />4 Definition of beach area with lawn improvements. <br />a Adding fishing pier. <br />Paget( -9- <br />
