MINUTES OF THE REGULAR MEETING
PARKS & RECREATION COMMISSION
LITTLE CANADA, MINNESOTA
November 7, 2002
Pursuant to due call and notice thereof a regular meeting of the Parks & Recreation
Commission of the City of Little Canada, Minnesota was held on the 7`h day of November,
2002 in the Council Chambers of the City Center located at 515 Little Canada Road in said
City.
Chair Sackett Glaser called the meeting to order at 7:30 p.m. and the following members of
the Commission were present:
MEMBERS PRESENT:
ALSO PRESENT:
Ms. Ginger Sackett Glaser, Chair
Mr. James Broten
Mr. David Gray
Mr. Craig Larson (arrived 7:37 p.m.)
Mr. Robert Schabacker
Mr. Kevin Steinert
Mr. Jim Morelan, P &R Director
Mx. Bill Sanders, Parks Consultant
Ms. Kris Pechman, Recording Secretary
✓IHNUTES Gray recommended that the minutes from the uzeetitz dated October 3, 2002 be approved
as submitted.
Motion seconded by Broten.
Motion carried 5 — 0.
THE Sackett Glaser stated that discussion on this topic should be limited to whether the City
PRESERVE should accept land or cash for the park charge if the project were to proceed. She indicated
that the Commission has expressed interest in the past in building a boardwalk on the
wetland area with access to occur from this development.
The developers present stated that they would be willing to donate two easements for access
to the wetland — one at the cul -de -sac and one off of McMenemy Street.
Sanders stated that the wetland area usually does not count toward the park charge since it is
protected land. He felt it was appropriate to ask for cash and the wetland. Sanders felt that it
was better to have the wetland in public ownership. He stated that everyone benefits since
the City could make major improvements to the site such as a boardwalk.
Brausen, a resident of the area, asked where people would park. The Commission stated that
the boardwalk would be an extension of the City's overall trail system with more of a
neighborhood use. The Director stated that the boardwalk has been more of a verbal concept
and would need to be fine-tuned. The public will have an opportunity to comment before
construction of a boardwalk moves forward.
Page 1 of3
-8-
