In this case, the Joe's Sporting Goods <br />building is approximately 40,000 square feet in size resulting in 2,000 <br />square feet of outdoor display area. <br />Rauscher indicated that 2,000 square feet would more than meet their <br />needs. He explained his proposed outdoor display area includes concrete <br />pad area on the front side of the building, and limited lawn area and wall <br />space on the back of the building. <br />Knudsen asked about the time frame for an interim use permit. The <br />Planner suggested a two to three year time frame. He noted that when the <br />interim use permit expires, the property owner would then re -apply for <br />another permit. <br />Hall suggested that it might be difficult to manage the timing of interim <br />use permits efficiently. <br />The City Planner noted that there is limited area in the City that is zoned <br />B -3, therefore, not many qualifying sites that would seek an interim use <br />petinit. The Planner also suggested that the Joe's permit expire on <br />December 31, 2007, noting that issuing these permits on a calendar year <br />basis would make them easier to manage. This would also give Joe's two <br />seasons to determine how this outdoor display works for their business. <br />Barraclough asked if the 2,000 square feet worked for Joe's. Rauscher <br />stated that it would and it is likely they would use less than 2,000 square <br />feet. <br />Hall asked if there was a concrete pad at the back of the building. <br />Rauscher replied that there is a small flat area at the back of the building, <br />but it is grassed and not concrete. It would be their plan to put the <br />trampoline on display against the building. <br />Barraclough stated that he supported the interim use permit. The Planner <br />again noted that the permit would give the City the most control. He <br />indicated that the City and the property owner would enter into a <br />development contract that spells out the conditions of the permit as well as <br />the termination date. Once the permit expires, Joe's would have to <br />reapply for issuance of a new permit. That application would go back <br />through the Planning Commission and City Council review process. <br />Barraclough recommended approval of a Text Amendment to the zoning <br />Code for the General Business (B -3) District to allow for the outdoor <br />seasonal display of recreational equipment by Interim Use Permit as well <br />as approval of an Interim Use Permit for Joe's Sporting Goods for outdoor <br />seasonal displays of recreational equipment at their site at 33 East County <br />- 3 - <br />
