October 4, 2002 <br />File: 818600J -0240 <br />Honorable Chair and Planning Commission <br />City of Little Canada <br />515 Little Canada Road East <br />Little Canada, MN 55117-1633 <br />RE: THE PRESERVE <br />CITY OF LITTLE CANADA <br />:r <br />OFD a0,�1 4 <br />PAC` <br />Dear Planning Commission Members: <br />As requested, we have reviewed the resubmitted package for the proposed "The Preserve" <br />development located east of McMenemy Street between the wetland and Viking Drive. The <br />submittal documents were prepared by ProTerra Design Associates and Metro Land Surveying <br />& Engineering and included plans and drainage calculations. The plans were dated September <br />27, 2002 and were received on September 30, 2002. Based upon our review and conversations <br />with other City staff, we would offer the following comments: <br />Preliminary Plat: <br />)orl" (0,K) 1. An access limitation should be shown on the west lot line of Lot 1 to prevent driveway <br />access to McMenemy Street. <br />,,f da -2. Outlot D should be�deeded to the adjacent property to the so that the property will be <br />maintained. �(v -tA- .Per +s e; st. <br />3. An additional 5 feet of drainage and utility easement should be granted from lot 12 and <br />lot 13 for a total of a 30 -foot easement over the existing Mn /DOT storm pipe. We have <br />attempted to contact Mn /DOT to discuss the easement and storm water pipe as it would <br />be affected by the proposed development but no response has been received at this <br />time. <br />4. All drainage and utility easements should be shown on the lot lines along with all <br />OK necessary easements for the new utilities. (Le. an additional easement thru Lot 1 for the <br />storm sewer run to the proposed pond and easements for the storm water ponds that <br />encroach into lot 1 block 1 and lot 1 block 2.) <br />5. The road right -of -way must be moved off the Williams Pipeline easement except where a <br />perpendicular crossing occurs. The Williams Pipeline easement has not been <br />„I? determined in all areas. There are also discrepancies between the information within <br />City records regarding the Williams easement verses what is shown on the preliminary <br />plat. One area in question is directly east of outlot D. The preliminary plat is indicating <br />the Williams Pipeline easement terminates at the proposed plat property line, while the <br />attached survey within City records indicates the easement extends approximately 10 to <br />15 feet within the property. The limits of the entire Williams Pipeline easement area <br />must be determined and agreed upon by all parties prior to approval to ensure that no <br />overlapping of the Williams Pipeline easement and road right -of -way occurs. <br />Ltr 10 -04 -02 HngCom.doc <br />- 2 7 - <br />
