MINUTES <br />CITY COUNCIL <br />FEBRUARY 27, 2002 <br />RESOLUTION NO. 2(1(12-2-35 — APPROVING THE PROPERTY <br />DIVISION OF THE WILLIAM RICHIE PROPERTY AT 2966 LAHORE <br />ROAD AS REOUESTED, SU73.IECT TO THE APPLICANT'S <br />ACCEPTANCE OF THE FACT ROAD ACCESS FOR ANY FUTURE <br />SUI3DIVISION OF THIS PROPERTY WILL HAVE TO BE FROM THE <br />134 CK, AND SUBJECT TO THE DEDICATION OF THE APPROPRIATE <br />DRAINAGE AND UTILITY EASEMENTS <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Fahey, Scalze, Montour, Anderson, LaValle. <br />Nays (0). Resolution declared adopted, <br />ARCHITEC- Fahey opened the public review of the architectural elements related to the <br />TURAL REVIEW Ruff Cuts development proposal at the northwest intersection of Little <br />RUFF CUTS Canada Road and Jackson Street. It was noted that the Planning Commission <br />recommended approval subject to an increase in window size as well as some <br />additional cornice elements. <br />Dave Pary, Cobra Construction, representing Ruff Cuts, presented a revised <br />site plan showing increased window sizes on the front of the building. A <br />cornice treatment has also been added to the front. Pary noted the discussion at <br />the Planning Commission about driveway location with City staff preferring <br />that the driveway access be on Jackson Street and the applicant and neighbors <br />preferring the access point be on Little Canada Road. Pary indicated that since <br />the Planning Commission meeting he met with the City Engineer and Public <br />Works Director and both recommend that the driveway be on Jackson Street. <br />The City Administrator indicated that the rational was to keep traffic at a <br />controlled intersection given the traffic volumes on Little Canada Road. <br />LaValle asked how much traffic would be in and out of the Ruff Cuts site each <br />day. Pary estimated that there would be 25 customers coming to Ruff Cuts <br />each day. Pary also noted that the City Engineer felt that if Ruff Cuts <br />generated higher traffic volumes, it would be better to have the access point on <br />Little Canada Road. <br />The City Planner indicated that he discussed the driveway access point with <br />City staff and agreed that putting that access on Jackson Street consolidates <br />traffic at a controlled intersection. <br />The City .Administrator indicated that he received a call from a resident of the <br />townhomes who could not be present this evening indicated opposition to the <br />driveway being on Jackson Street. <br />
