MINUTES CITE' COUNCIL FEBRUARY 27, 2002 Montour asked why the owner of Ruff Cuts would prefer the access point on Little Canada Road. Pary replied that it is their feeling that the site works better not only from an access standpoint, but also a drainage standpoint. Fahey noted that Little Canada Road is a commercial street and he would like to keep commercial traffic on that street. Fahey felt that the driveway access should be on Little Canada Road located as far from the intersection with Jackson Street as possible. Fahey noted that the neighborhood doesn't want the access on Jackson Street, and the business owner doesn't want it as well. Pary pointed out that the City is developing a neighborhood park further down Jackson Street and there are also a lot of school buses on that street. Pary felt these were additional reasons to place the access point on Little Canada Road. Anderson asked about combining the access point with that ofLenfer Transmissions. Pary felt that this could create a situation where the owner of Ruff Cuts would have limited control over their access. Fahey asked about waiving architectural standards for this development and felt that the City should work to ensure an upgraded look on Little Canada Road. The City Planner pointed out that the architectural guidelines require masonry on the exterior of the building. The Ruff Cuts building will have brick on the south and east sides, but vinyl siding is proposed on the west and north sides. The Planning Commission felt that deviation was acceptable. There was no one present from the general public wishing to comment on this matter. Upon motion by LaValle, seconded by Scalze, the public hearing was closed. Pary noted that if the driveway access changes to Little Canada Road, the buildling will still be placed in relatively the same location as shown on the site plan. The Council felt that the roof line facing Little Canada Road should be upgraded, and Pary agreed to add a dormer to the roof line on the south side of the building. Montour asked about signage. Pary noted that signage will be the block letters that are shown on the diagram and mounted on the side of the building. Pary also noted that the look of the building will be similar to the townhomes to the east.
