Ramsey County / 45 -02 -41 / 93 -06 -27 / 125' Information provided to me indicated that the City wanted Cingular Wireless to locate the communications facility on one of the existing towers in the area. They were identified as the Donavan, Qwest and Ramsey County towers. I then repeated the coverage analysis using the three existing towers. Figure 5 shows the results using the Donavan tower. As can be seen in this figure a poor coverage area is predicted to exist. Figure 6 shows the results of the analysis using the Qwest tower. This figure shows a predicted poor coverage area would exist using this tower. Lastly the analysis was repeated using the Ramsey County tower. Figure 7 shows the results of the analysis and that a small poor coverage area is predicted to exist. There is a structural problem with the Ramsey County tower. The tower is a self- supporting tower that would not have the required structural integrity to support the Cingular Wireless facility. During periods of moderate to heavy winds this tower swings and additional loading would cause problems with this tower. Therefore it is my opinion
