MINUTES <br />PLANNING COMMISSION <br />APRIL 8, 2004 <br />addressing Aldi's desire for three signs would be to amend the Sign <br />Ordinance to permit an additional wall sign. The Planner reviewed the <br />proposed text amendment he prepared that would allow the additional wall <br />sign for Aldi Foods. He noted that this text amendment allows the City to <br />consider a parcel of property a corner lot if it abuts either a public or a <br />private street. <br />The Planner summarized that the Planning Commission's options relative <br />to the Aldi Foods request for an additional wall sign would be to consider <br />the Variance request or to consider a Text Amendment to the Sign <br />Ordinance. <br />Duray asked if the Text Amendment would apply to any business located <br />on an easement, adjacent to a driveway, etc. The Planner noted that the <br />Text Amendment indicates that commercial buildings fronting on both <br />public and private streets "may" qualify as a corner lot. The Text <br />Amendment gives the City the discretion to consider each request on a <br />"case -by- case" basis. <br />Duray indicated that initially he was opposed to the Alcli request for a <br />third sign. 1- Iowever, in studying it further and considering the Aldi <br />development, Duray felt the wall sign being requested was appropriate. <br />Duray stated that he liked the flexibility that the Text Amendment <br />provided to the City in considering this and similar requests. <br />Rheaume agreed. He noted that the sign being requested by Aldi is a logo <br />sign and not an advertising sign. <br />Weihe asked if easements would be considered as a private street under <br />the Text Amendment. <br />The City Planner replied that accesses along side a commercial property <br />might constitute a corner lot. He noted that the private access adjacent to <br />the Aldi property is an access to the Bally's site and is constructed to City <br />standards, including curb and gutter. If the City adopts the Text <br />Amendment as proposed, it could make a finding that this is the standards <br />that will be applied in considering any future requests. <br />Duray recommended approval of the Ordinance amendment Chapter <br />903.110 of the .Little Canada City Code, known as the Zoning Ordinance, <br />by providing for the number of signs in the B -2 through B -1, [ -I, [ -2, and <br />[-P Districts. <br />
