Hanson www.ci.little-canada.mn.us April 23, 2004 Mr. George Collova 3175 Centerville Road Vadnais Heights, MN 55127 Re: Collova Estates Preliminary Plat and Rezoning Dear Mr. Collova: The City of Little Canada sent the proposed preliminary plat for Collova Estates to the Minnesota Department of Transportation (MN DOT) for their review in determining whether or not the plat would meet their requirements for sound wall construction as part of the Unweave the Weave project. As you can see from the attached correspondence from Frank Paflco, MN DOT's Metro North Area Manager, the proposed development does not meet their criteria; therefore, the cost of construction of the sound wall will not be incurred as a part of the Unweave the Weave project. MN DOT has reported that the proposed plat for the property lying within the City of Vadnais Heights does meet their criteria, however. As a result, there will be a noise wall constructed along the Vadnais Heights property abutting the Unweave the Weave project. This noise wall will extend into Little Canada by approximately 118.3 feet. Given MN DOT's position, there are two options available to you with regard to the proposed preliminary plat and rezoning for Collova Estates. You can withdraw the plat and rezoning request, or they can proceed through the development review process with the Council acting on them at the public hearing scheduled for Wednesday, April 28, 2004.
