City Council of Vadnais Heights <br />Meeting Minutes Excerpts <br />Dec. 16, 2003 <br />impacted during the project, and he is happy with the way MN /DOT has listened to the concerns <br />of their residents and staff to improve the quality of the project so everyone can benefit at the <br />least inconvenience. He stated there will undoubtedly be delays, as there was when Highway 96 <br />was improved, but now that Highway 96 is done there has been great traffic improvement. He <br />indicated MN/DOT has assured them they will receive a lot of notice when bypasses are <br />necessary, and MN /DOT has been very good about their communication in the past. He stated <br />while it will be five or six years before this is complete, and there will, unfortunately, be some <br />side affects, it will be worth it. He noted the City Council did not ask a lot of questions tonight, <br />but they have had many meetings and work shops on this as well as the meetings with the public <br />and staff. <br />Gaston stated he agrees. He commended MN /DOT on the project, and commended staff on <br />working with MN/DOT to get this project going. He agreed that Mr. Burger raises good points <br />on the water problems, and would ask that the City engineers bring back estimates so the City <br />Council can look at providing a solution for the residents in this matter. <br />Mayor Banovetz agreed, stating she has an added concern that the problems may extend further <br />down from Mr. Burger's property. She would like to have staff look at what areas on Vadnais <br />Road are affected and to what degree the elevation of Edgerton Bridge will increase the problem, <br />because if that is the case she thinks MN/DOT has some responsibility to mitigate the situation. <br />She noted she is disappointed that this is the first she has heard of water problems along Vadnais <br />Road. She would like to have staff really pursue what is needed along there. She appreciates <br />Mr. Burger's comments on cul- de- sac'ing Vadnais Road, but that would only leave one <br />ingress /egress and they need more than one access point to this area. <br />Mayor Banovetz indicated that concerning item #8 of the staff recommendation, she would want <br />the statement to be stronger. She stated she would really like MN/DOT, along with the <br />Metropolitan Council, to look at ways to alleviate the almost unbelievable backup they will <br />experience during construction. She thinks this would be a good opportunity for MN/DOT and <br />the Metropolitan Council to promote park and ride in their city as a way to alleviate back up <br />during construction. She asked if the properties where staff was recommending noise walls were <br />through preliminary plat. <br />The City Administrator stated they are not. He believes Mr. Goff should be able to meet the <br />May 15` deadline, but on the Collova/ Anderson property, while they have been thinking about it, <br />there is nothing definite that has come in, and it will be difficult to meet the May 1s` timeframe. <br />He stated staff would alert the property owners so everyone knows the options. <br />Mayor Banovetz stated she also believes the city should make a statement, perhaps as part of <br />item #3, to include landscaping and other aesthetic opportunities such as use of form liners on <br />bridges and other areas, and design and use of storm water drainage ponds. She indicated she <br />would also like a comment that Labore Bridge is to be treated with the same enhancements and <br />improvements as the Edgerton Street Bridge. <br />Upon motion by Gaston, seconded by Johannsen, it was <br />9 <br />
