Hanson <br />Background <br />On Friday, April 2, 2004, the City of Little Canada received, opened, and read aloud the bids for our <br />street seal coating. In an effort to get the best value for the City, we combined our bid with the City of <br />Vadnais Heights and also requested bids using virgin and recycled aggregate. Also, attached is the list <br />of streets to be seal coated. <br />The City of Vadnais Heights is using the quick drying (CRS -2P) bituminous seal coating material. <br />The City of Little Canada is proposing to stay with the Standard CRS -2 bituminous material as we can <br />not justify the more expensive quick drying material. <br />Budget <br />Bids were requested from six companies and only one company (Allied Blacktop) submitted a bid. <br />The bid of $0.715 per square yard was the same for the use of either virgin or recycle aggregate. <br />ranged from a low of $0.50 per square yard to a high $0.81 per square yard. Last year (2003) the low <br />bid for this work using recycled FA -2 aggregate was $0.50 per square yard to a high $0.81 per square <br />yard. Also, the 2003 low bid for virgin aggregate was $0.55 to a high of $0.81 per square yard. Staff <br />checked with other cities and have determined that the increase in price is due to the increase in oil <br />prices. <br />The 2004 budget included $27,300 for this seal coating work. The estimated cost to seal coat all of the <br />scheduled streets is $32,796. Do to the higher bid cost to do the schedule seal coating areas, staff <br />looked at reducing the total square yards to be accomplished this year. In addition staff looked at areas <br />of the budget to come up with additional funds needed. Based on this analysis, we could delete the <br />seal coating on Desoto Street (6,207 square yards @$0.715 = $4,438) this year and apply the $1,260 <br />saving from the street sweeping bids for a total estimated cost of $28,358 and budget of $28,560. <br />Based on the above Allied Blacktop Company provides a good value for the City of Little Canada at a <br />revised estimated total cost of $28,358. <br />Recommendation <br />The Council direct staff to enter into a contract with Allied Blacktop Company, for our 2004 street seal <br />coating for a total cost not to exceed $28, 560. <br />11:AGregS \Streets \Seal Coating2001 Seal Coating memo to Council.doc <br />
