`6r, <br />515 Little Canada Road, Little Canada, MN 55117 -1600 <br />(651) 766 -4029 / FAX: (651) 766 -4048 MEMORANDUM <br />www. ci. little-Canada. ram us <br />TO: Property Owners Along South Owasso Blvd. <br />FROM: Gregory Schroeder, Public Works Director <br />DATE: March 25, 2004 <br />RE: <br />South Owasso Blvd. <br />On- Street Parking Restriction <br />As a result of the recent accident that occurred at approximately 200 South Owasso Blvd. and <br />increased traffic volumes on this street, the city has been asked to determine if no parking should be <br />established on both sides of the street for the entire length of South Owasso Blvd. from Rice Street <br />to Country Drive. Part of that process is to survey the adjacent property owners to determine the <br />preference of the majority of the property owners. Once the survey results are compiled this request <br />we be brought before the City Council. <br />For your information, South Owasso Blvd. is 36 feet wide between the faces of the barrier curb on <br />each side of the street. Parking is currently allowed only on the south side of the street from Yorkton <br />Blvd. east to Condit Street. The remainder of South Owasso Blvd. is posted no parking. <br />I have looked at the street from a public safety perspective considering access issues related to <br />emergency vehicles and line of site issues from driveways. The following vehicle widths are <br />provided for your reference: <br />Large Truck 11 feet (width from wing to side mirror) <br />Fire Truck 10 feet (width at side mirrors) <br />Full Size Pickup Truck 8.5 feet (width at side mirrors) <br />Compact Car 6.5 feet (width at side mirrors) <br />Parking on Both Sides of the Street - <br />Utilizing the dimensions above, if vehicles are parked on both sides of the street, traffic must pass <br />through a restricted width of about 14 to 16 feet. That only allows about 7 to 8 feet per vehicle, if <br />two vehicles coming from opposite directions at the same time and happen to meet. Staff does not <br />recommend this option. <br />MAYOR <br />Michael 1. Hanson <br />No Parking on One Side of the Street (Existing Condition) — <br />If the no- parking zone were to be retained on the south side of the street (between Yorkton Blvd. and <br />Condit Street) the restricted width would be about 25 feet which would be sufficient for maintenance <br />and safety vehicles to pass. However, due to the high volume of large trick traffic and the number <br />of business driveways on this street, staff does not recommend this option. <br />-3 <br />
