City Council of Vadnais Heights <br />Meeting Minutes Excerpts <br />Dec. 16, 2003 <br />The City Planning Director stated there is a cover letter from the department, and a sample <br />resolution provided by MN/DOT. He indicated MN /DOT is asking that the City Council <br />approve the resolution. He stated Staff has identified several items they would like MN /DOT to <br />look into, including: <br />1. Revising the design of the southwest ramp coming off County Road E onto I -35E <br />southbound. This ramp should be able to accommodate the double, left turn lane traffic <br />corning from County Road E. He stated they would also like to see a `free- right' turn <br />lane for those entering from westbound County Road E onto said ramp, if feasible. The <br />City Planning Director indicated the design team has looked at this, and the ramp will be <br />wide enough to accept dual turn traffic, then will taper down to one lane in an acceptable <br />distance. <br />2. The noise wall should be extended to the north and along the west edge of the Pat <br />Goff /Goff Homes, Inc. property. The City Engineer advised that because the area is <br />zoned R2 multi - family, they are asking that the noise wall be extended to the end of Mr. <br />Goff's property, which development plans are being reviewed. <br />3. Request the city retain the right to have input and approve the design of the future noise <br />walls within our community's corridor. He stated the noise walls will be a powerful <br />feature, and there have seen some nice designs of these walls in the metro area. He <br />indicated they were suggesting a Task Force be put together to address this early next <br />year. <br />4. The locations of all freeway streetlights and any overhead or posted signs must be kept as <br />far away as possible from the Edgerton Street and Labore Road bridges. The Planning <br />Director stated there is a concern about location of overhead lights, however MN/DOT <br />has said they will address this in design. <br />5. Design, oversize or provide for the potential extension of the storm sewer to <br />accommodate as far west as possible under Vadnais Road. We wish to have the storm - <br />pipe or inlet designed or installed as low as possible, thus allowing us to provide future <br />extension or tie -in to the MN/DOT storm system. The City Planning Director stated Mr. <br />Burger presented some concerns about drainage along his property, and staff has asked <br />MN/DOT to oversize the drainage. He indicated typically the city would have to pay for <br />the oversizing, and staff will ask our engineering consultant to provide assistance on this <br />matter. <br />6. Extend the nose wall along the Collova/ Anderson property along the southwest corner of <br />Vadnais Heights. The City Engineer indicated the nose walls end by the <br />Collova/Anderson property. He stated that again, because this area is guided as <br />residential, and will have development in the future, they are asking that the noise wall be <br />extended and connected throughout the area. <br />7. Provide some form of screening measures or light shields along the I -694 northwest <br />bound `fly -over' bridge's side barriers, in order to diffuse any headlight glare into Little <br />Canada and Vadnais Heights. The City Planning Director stated that at the last work <br />session the council discussed the `fly -over' bridges and the potential light concerns in this <br />area. The new design will have a thirteen or fourteen foot tall fly -over bridge, and there <br />is concern about headlights on the northerly bound vehicles shining onto the <br />Collova /Anderson properties and the property in the City of Little Canada, so they are <br />asking for screening throughout that area. <br />5 <br />
