City Council of Vadnais Heights <br />Meeting Minutes Excerpts <br />Dec. 16, 2003 <br />8. MN/DOT should promote and encourage support for providing alternative transit routes <br />and /or means for commuters and regular users of this roadway system during <br />construction. This support should also include assistance for providing temporary `park <br />and ride' facilities within or near our community. The City Planning Director stated this <br />is a long -term project, and there will be significant traffic delays. They are suggesting <br />temporary `park and ride' locations or alternative routes, with financial assistance for <br />these requests, if possible. <br />Mayor Banovetz asked if #5 is in response to Mr. Burger's concerns about drainage. The City <br />Planning Director stated it is, to some extent. He indicated that area has had problems for a <br />number of years. He stated there are several reasons possible for the drainage issues, and there <br />are some things they can look into. Staff feels it is better to do it now while they will have the <br />equipment available, and MN/DOT is willing to help. <br />Frank Pafko, North Metro Project Manager for MN/DOT thanked the city for their cooperation <br />throughout this project. He indicated that as the City Planning Director explained, they would be <br />willing to work with the city on these suggestions. He stated that to address the noise walls on <br />land that is undeveloped, MN/DOT has a limit on where they can spend money. He indicated <br />the policy dictates in this case that if a plat is approved by May l `, they will consider that when <br />determining where noise walls will be placed. He stated staff had asked if that had to be <br />preliminary plat or final plat, and it does not specify, but since a developer can do work on the <br />property after preliminary plat is approved, they would accept a preliminary plat. <br />Mayor Banovetz opened the public hearing at 7:32 p.m. <br />Mr. Burger, 537 Vadnais Road stated he has submitted a letter and photographs, and he feels <br />strongly the drainage problems he has will get worse with this project, so he would like to <br />express his concerns. <br />Upon motion by Johannsen, seconded by Gaston, it was <br />03 -12 -285 "RESOLVED, to accept the letter from Erwin Burger, 537 Vadnais Road, <br />Vadnais Heights dated December 3, 2003 concerning the <br />Edgerton/Vadnais Road Bridge." <br />Ayes — 3 Nays — 0 <br />Mr. Burger presented the Council with pictures of his property, demonstrating the water <br />problems experienced three or four times a year under normal rain conditions. He showed <br />pictures of the ditch that used to run along his property before it was filled in due to lack of <br />maintenance. He also presented pictures of the area from 1989, 1995 and 2003, <br />Mr. Burger stated the photos show the ponding of water from heavy, normal rains. He <br />indicated there was a ditch along the road in front of 537 which carried the rainwater 900 feet <br />west to a culvert and kept the ponding to an acceptable level, however several things changed <br />which created the current water problem.
