MINUTES <br />City Council <br />Jan. 25, 1989 <br />Mondor & <br />M & M <br />Properties <br />(Cont.) <br />The foregoing resolution was duly seconded by Mr. Fahey. <br />Ayes (5) Scalze, Fahey, Collova, LaValle, Blesener. <br />Nays (0). <br />Resolution declared adopted. <br />This resolution appears in Resolution Book No. 21, Page 33. <br />Ordinance The Mayor opened the Public Hearing to consider the adoption of Ordinance <br />No. 311 No. 311 which eliminates the requirement that non - conforming signs be <br />brought into conformity within a certain time period. Fahey pointed <br />Agenda out that the reason that this Ordinance is being proposed, is that <br />Item No. 8 this section of Ordinance is largely ignored and not enforced. <br />Scalze suggested that if the Ordinance is being ignored, perhaps it <br />should just remain pointing out that there may be a circumstance where <br />it is needed. Scalze pointed out the situation of the billboard on <br />Highway 36. <br />The City Planner painted out that if the City requires this billboard <br />to be removed, the City may have to pay the owners to take down the <br />billboard. <br />The City Clerk reported that MN DOT may refund for the elimination of <br />billboards. <br />The Council suggested that action on the Ordinance be tabled for 30 days <br />to give the City Clerk an opportunity to research whether or not MN DOT <br />would pay for the elimination of the billboard on Highway 36. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 89 -1 -32 - TABLING ACTION ON <br />PROPOSED ORDINANCE NO. 311 FOR 30 DAYS IN <br />ORDER TO GIVE THE CITY CLERK THE OPPORTUNITY <br />TO INVESTIGATE WITH MN DOT THE SUBJECT OF <br />COMPENSATION FOR THE ELIMINATION OF BILLBOARDS <br />The foregoing resolution was duly seconded by Mrs. Scalze. <br />Ayes (5) Blesener, Scalze, Collova, LaValle, Fahey. <br />Nays (0). <br />Resolution declared adopted. <br />This resolution appears in Resolution Book No. 21, Page 34. <br />Rezoning Fahey reported that the Planning Commission recommended approval of <br />Frank Frank Frattalone's request to rezone his property on Spruce Street <br />Frattalone from I -P to I -1 leaving the 253 foot depth of property on South Owasso <br />j Property zoned I -P. <br />Agenda Frank Frattalone appeared before the Council and submitted a site plan <br />Item No. 10 showing the rezoning request as he has proposed. <br />Page -11- <br />
