MINUTES <br />City Council <br />Jan. 25, 1989 <br />Rezoning <br />Frattalone <br />Property <br />(Cont.) <br />Fahey stated that his concern was that there would be enough property <br />on South Owasso so that a high - quality I -P development would be possible. <br />Fahey suggested that the depth of I -P zoning on South Owasso be greater. <br />The City Planner agreed that the larger the I -P piece of property, the <br />larger the development that could occur. However, the Planner pointed <br />out that the size of the I -P parcel proposed by Mr. Frattalone meets <br />the minimum standards of the I -P District. <br />Scalze agreed that the I -P parcel should be larger. <br />Frattalone pointed out that the size parcel he is proposing is approximately <br />one acre. Frattalone pointed out that this is larger than the lots in <br />Ryan Industrial Park. Frattalone stated that he would like to keep the <br />I -P parcel as small as possible so that his I -1 property is larger. <br />Frattalone outlined the uses that he constructed his existing building to <br />accomodate. Frattalone pointed out that whatever business occupies his <br />building, it will most likely, be a business that required a great deal <br />of outdoor storage. Frattalone pointed out the poor soils and low land <br />that existed on his property and the extensive soil corrections that were <br />necessary in order that he could develop the building he did. <br />Frattalone reported that the current I -P zoning of his property cuts the <br />resale value. Frattalone pointed out that he was previously located <br />on Park Street, however, due to the zoning of that property, he was <br />forced to relocate. Frattalone pointed out that he is now unable to <br />sell the building and he cannot find renters for it. Frattalone stated <br />that he did not want to be faced with a similar situation at his current <br />location. <br />Frattalone also outlined the site improvement which he has made which are <br />in excess of Code requirements. <br />Fahey asked how much further Frattalone was willing to move the I -P <br />property line. Fahey stated that he would like to see a larger I -P <br />lot. Fahey also stated that he would not like to see a lot split <br />between the Frattalone building that would be zoned I -1 and would <br />downgrade the type of development that the City is trying to achieve <br />in this area. Fahey suggested that another 100 feet of depth on the <br />I -P lot would be a good compromise. <br />The City Planner reported that another 100 feet would increase the <br />lot size by about 3 /4ths of an acre. The Planner pointed out that <br />before a building could be developed between Frattalone's existing <br />building and the I -P lot, the City would have to grant a lot split. <br />Fahey asked if Frattalone would be agreeable that as a condition of <br />approval of a rezoning, that no lot split would be granted for the <br />property between the existing building and the I -P lot. <br />Frattalone suggested that if a lot split were ever requested, that the <br />Page -12- <br />
