Hanson <br />www.ci.little- canada.ma.us <br />MEMORANDUM <br />TO: Mayor Fahey and Members of the City Council <br />FROM: Kathy Glanzer, Deputy Clerk <br />DATE: May 5, 2004 <br />RE: Employee Benefits - Severance Pay Survey <br />Staff surveyed all Ramsey County cities (except St. Paul) as well as selected cities ot'similar size on <br />the issue of severance pay. Attached are the results of this survey. <br />All responding cities (except for Mahtomedi and Gem Lake which has no full -time employees) <br />provide for severance pay at some termination point of employment. Given this result, staff is asking <br />the Council to consider the implementation of a severance pay plan. While budgetary concerns are <br />always foremost in our consideration, a plan could be structured to provide this benefit to employees <br />while containing the cost to the City. One example would be to structure severance pay as payment <br />for 1/2 of unused sick leave at termination with a minimum of 15 years of service and PERA <br />retirement. <br />If the Council is agreeable to further discussion and evaluation of this issue, a more structured <br />recommendation would be presented to the Council at a later date. <br />
