515 Little Canada Road, Little Canada, MN 55117 -1600
(651) 766 -4029 / FAX: (651) 766 -4048
www.eLlittle-canada.rnn.us
MEMORANDUM
TO: Mayor Fahey and Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: May 7, 2004
RE: Improvement of Edgerton Street and County Road D
MAYOR
Michael L Fahey
COUNCIL
Jim LaValle
Matt Anderson
Rick Montour
Bill Blesener
ADMINISTRATOR
Joel R. Hanson
Attached is a feasibility study for the improvement of Edgerton Street and County Road D by street
reconstruction and concrete curb and gutter necessitated by the Unweave the Weave project and the
raising of the Edgerton Street bridge. The feasibility report also includes the improvement of a
portion of County Road D west of Edgerton Street with water main.
City staff is proposing that the cost of these improvements be assessed against the benefiting
properties. Council should note that the assessing the cost of street reconstruction and concrete curb
and gutter on a County road is a policy issue for the Council. Should the City decide not to assess for
this portion of Edgerton Street, at the time the County reconstructs the remainder of Edgerton Street
the City would be hard- pressed to assess for that future project. Council should also be advised that
the City will be incurring storm sewer costs as part of the Unweave the Weave project, and the
assessment of the road improvement is a means to help offset those costs as well as any costs the
County passes on to us such as curb and gutter.
