Hanson <br />The attached table is a summary of Cleanup Days from 2000 to present. The "costs" shown <br />represent charges incurred by the City of Little Canada to collect and dispose of those items. The <br />2000 Cleanup Day was free to all Little Canada residents and we had record participation of 434 <br />loads. However, you will notice a trend that participation has steadily dropped off to only 120 <br />loads in 2004. In addition, it can be concluded that we are: <br />• Recycling more electronic equipment each year, <br />• Recycling about the same number of tires each year, <br />• Disposing less trash each year, <br />• Recycling about the same amount of clothing each year, <br />• Appliance pickup participation is up and down but holding its own, <br />• Bush has dropped off dramatically due to Ramsey County opening free disposal sites. We <br />will not include this service as part of Cleanup Day in the future. <br />Our primary goal for Cleanup Day is to encourage our residents to cleanup their <br />property /neighborhoods and provide a means for disposal of collected material. We have <br />expanded this goal to include collecting and recycling electronic materials and clothing. We are <br />getting good participation on these items and staff believes we should continue to collect and <br />recycle electronic materials and clothing as a service to our residents at Cleanup Day. However, <br />we would like to confirm this with the City Council. <br />Our secondary goal for Cleanup Day is for the City of Little Canada to break even on cash in <br />versus our costs to the recyclers for this service. To accomplish this secondary goal we have had <br />to raise the charges (fees) to our residents that participate each year. However, we did not raise <br />the 2004 fees from that charged in 2003 to try to encourage more participation, which did not <br />happen. <br />Based on the above, you could conclude that we are seeing a drop off in participation because our <br />fees have increased to the point where our residents are either storing or seeking other means to <br />dispose of unwanted material.
