Green Company <br />January 6, 2004 <br />File: 822910J -0240 <br />Honorable Chair and Planning Commission <br />City of Little Canada <br />515 Little Canada Road East <br />Little Canada, MN 55117 -1633 <br />RE: LITTLE CANADA OFFICE CONDOS <br />CITY OF LITTLE CANADA <br />Dear Planning Commission Members: <br />As requested, we have reviewed the submittal package for the proposed Little Canada office condo <br />development to be located between Middle Street and the Marketplace area stormwater pond. The <br />submittal documents were prepared for Mendota Homes by Larson Engineering of Minnesota and <br />BVT Architects and are dated December 7, 2003. Based upon our review and conversations with <br />other City staff, we would offer the following comments: <br />1. It should be noted that the City is proposing to reconstruct Middle Street this construction <br />season. It is anticipated that there will be approximately a three -foot boulevard between <br />the new curb on Middle Street and the right -of -way line. As more detailed plans are <br />completed, they will be passed along to the developer for modification in their plan. <br />2. Along with the street reconstruction, sanitary sewer and watermain will be extended from <br />Little Canada Road up Middle Street to serve the proposed site. The location of their <br />proposed Manhole No. 1 will be coordinated and included within the City plan. Review of <br />the proposed invert elevations shown indicate that it matches closely with the proposed <br />inverts for the City's extension. <br />3. The City will replace the existing 18 -inch RCP storm sewer on the south side of the <br />property. This work will need to be completed prior to any parking lot construction within <br />the site. <br />The proposed grading plan indicates grading and tree installation within the 15 -foot <br />sidewalk easement along the east property line of the site. As part of the 2004 Middle <br />Street reconstruction, the City will be installing sidewalk along the west edge of this <br />easement. With the current grading proposed, the sidewalk would require a wall <br />installation along the easement line. Modification should be made to the east building <br />proposed contours within the development to minimize any grading within the sidewalk <br />easement to allow for the sidewalk installation. The proposed trees appear to fall within <br />the area that has been lined with mulch for flower installation in the spring.
