Planning Commission <br />January 6, 2004 <br />Page Two <br />5. The utility plan indicates that the City will connect to the proposed watermain on the <br />northeast corner of the site. There is no City watermain at this location and none is <br />proposed. Therefore, the watermain there will be terminated with no connection. It may <br />be beneficial to add a hydrant at the end of this line for flushing purposes. The fire chief <br />should provide input on necessary hydrant spacing through the development. <br />6. The current layout of the north parking lot indicates access onto Market Place Drive. This <br />access would be within the Metro Transit bus lane for their transit center located along the <br />south side of Market Place Drive. Metro Transit has been contacted to provide input on <br />the impacts the driveway may have on the transit center and its operations. Sufficient <br />distance does exist between the Market Place Drive and the south edge of the north <br />parking lot to allow driveway access to Middle Street and still provide the required driveway <br />separation distance to the south parking lot driveway. City ordinance allows for only one <br />driveway per 125 feet of street frontage. The Middle Street frontage is only approximately <br />230 feet long; however including the Market Place Drive frontage, the property has over <br />500 feet of frontage. It is our opinion that access to the north parking lot should be to <br />Middle Street to avoid conflicts with the bus traffic and parking. <br />7. It appears the sidewalk on the south side of the east building stops at mid - building. We <br />would suggest that this sidewalk be extended to connect to the proposed City sidewalk <br />around the pond. <br />8. The grading plan indicates that all on -site drainage is being directed onto the City street. <br />The plan should be modified to collect all on -site drainage prior to discharge onto the street <br />and direct it into the storm sewer piping systems around the site. <br />9. The developer should supply a drainage and utility easement to each individual water <br />shutoff for City access to the water shutoff for each unit in case of emergency. <br />If you have any questions regarding these comments, please feel free to call. <br />Sincerely, <br />Howard R.
