The City's minimum zoning requirement for private day schools is 1 space per 7 <br />students, plus 1 space per 3 classrooms. This would result in a requirement of about 45 <br />spaces, and would still rely on the street for overflow during events. <br />The playground space could be any size, but a typical neighborhood tot lot is usually <br />but on a site of not less than one -half acre. Totaling the space needs, the building <br />would require .8 acres. The minimum parking lot would require .5 acres, and the <br />playground space an additional .5 acres. This would consume the available 1.8 acres, <br />with no room for building setbacks, spacing between uses, or expansion. As <br />mentioned, overflow parking would occur on the adjoining streets throughout the <br />industrial park area. <br />To accommodate the project, the zoning of the site would need to be changed to the <br />"P ", Public zoning district. In this district, private schools are a permitted use (subject to <br />compliance with the City's general zoning provisions), and day care facilities require a <br />Conditional Use Permit. The surrounding properties are all zoned Industrial (I -P, <br />Industrial Park to the east, south and west, and 1 -1, Light Industrial to the north of the <br />Frattalone property). All of the surrounding uses are industrial in nature, with the <br />exception of the mobile home park to the east (a non - conforming use).
