Inn. us
MEMORANDUM
TO: Mayor Fahey & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: February 20, 2004
RE: Ramsey County Suburban Court Facility
MAYOR
Michael 1. Fahey
COUNCIL
Jim LaVatle
Matt Anderson
Rick Moniour
Bill Biesener
ADMINISTRATOR
Joel R. Hanson
Attached is a letter from County Administrator, David Twa, soliciting potential sites for the location of a
suburban court facility. Please note the criteria they are seeking to qualify a site as a potential location.
Based on their stated criteria, I would recommend that we not forward any potential sites within the City
of Little Canada for their consideration.
On a related matter, I believe it is likely they will receive minimal response to their solicitation. If my
assumption is correct, then I believe they will look to sites they already own for a possible new location.
One of these sites will be the Taco John's property south to the Blacktern Town Offices. It would seem
to fit their layout criteria and it has been mentioned by a number of people as a good location for a court
facility.
The Taco John's site is zoned PUD and a court facility is allowed given the fact that type of use is a
conditional use in a number of zoning districts based on the following:
Public regulated utility buildings and structures necessary for the health, safety and
general welfare of the community, provided that:
1. Conformity with the surrounding neighborhood is maintained and required
setbacks and side yard requirements are met.
2. .Equipment is completely enclosed in a permanent structure with no outside
storage.
3. Adequate screening from neighboring uses and landscaping is provided in
compliance with Section 903.020, G of this Ordinance.
If this possibility presents any concerns, you may want the Planner and /or the City Attorney to comment
on any options we may have available to discourage this use. You may also want to notify our County
Commissioner of any concerns. If you are comfortable with this potential use, then no action on our part
is necessary.
