Hanson Purpose As part of our General Storm Water Permit under the National Pollution Discharge Elimination System (NPDES) /State Disposal System Permit program form Small Municipal Separate Storm Systems (MS4s), we are required to hold a public meeting during a City Council Meeting to present and discuss the City's Storm Water Pollution Prevention Program (SWPPP) for 2003 and proposed activities for 2004. We are doing so at our February 25 meeting. At this meeting, I will briefly review the annual report and answer any questions you may have. Then I would suggest that the public be allowed to provide written or oral input on the annual repot and/or general permit. Background The Minnesota Pollution Control Agency (MPCA) is requiring that the City of Little Canada obtain a permit to operate a Municipal Separate Storm Sewer System (MS4) in accordance with the National Pollutant Discharge Elimination System (NPDES) Phase II permit program. The primary goal of this permit is to restore and maintain the chemical, physical, and biological integrity of the waters of the state through management and treatment of urban storm water runoff. This permit has to be renewed every five years and requires annual accomplishment submittals. Annual Report The City of Little Canada submitted a permit application in accordance with MPCA requirements in March 2003. As part of this permit we are required to submit our year one report, "Annual Report ", by March 10, 2004 that will summarize the first year accomplishments in meeting permit requirements. The Annual Report is attached for your review. It contains: 1) a standard summary form, and 2) a Best Management Practices (BMP) summary of activities and outcomes for 2003. Revised Permit Application Since our initial March 10, 2003 permit submittal, MPCA has been working on changes to the permit and intends to modify the permit in the spring of 2004. As a result, we will be allowed to modify our initial permit application.
