Hanson <br />Purpose <br />As part of our General Storm Water Permit under the National Pollution Discharge Elimination <br />System (NPDES) /State Disposal System Permit program form Small Municipal Separate Storm <br />Systems (MS4s), we are required to hold a public meeting during a City Council Meeting to <br />present and discuss the City's Storm Water Pollution Prevention Program (SWPPP) for 2003 and <br />proposed activities for 2004. We are doing so at our February 25 meeting. At this meeting, I will <br />briefly review the annual report and answer any questions you may have. Then I would suggest that <br />the public be allowed to provide written or oral input on the annual repot and/or general permit. <br />Background <br />The Minnesota Pollution Control Agency (MPCA) is requiring that the City of Little Canada obtain a <br />permit to operate a Municipal Separate Storm Sewer System (MS4) in accordance with the National <br />Pollutant Discharge Elimination System (NPDES) Phase II permit program. The primary goal of this <br />permit is to restore and maintain the chemical, physical, and biological integrity of the waters of the <br />state through management and treatment of urban storm water runoff. This permit has to be renewed <br />every five years and requires annual accomplishment submittals. <br />Annual Report <br />The City of Little Canada submitted a permit application in accordance with MPCA requirements in <br />March 2003. As part of this permit we are required to submit our year one report, "Annual Report ", <br />by March 10, 2004 that will summarize the first year accomplishments in meeting permit <br />requirements. The Annual Report is attached for your review. It contains: 1) a standard summary <br />form, and 2) a Best Management Practices (BMP) summary of activities and outcomes for 2003. <br />Revised Permit Application <br />Since our initial March 10, 2003 permit submittal, MPCA has been working on changes to the permit <br />and intends to modify the permit in the spring of 2004. As a result, we will be allowed to modify our <br />initial permit application.
