owarc
March 1, 2004
File: 822480j -0060
Mr. Joel Hanson
City Administrator
City of Little Canada
515 Little Canada Road
Little Canada, MN 55155
R. Green Co
RE: TWIN LAKE AREA WATERMAIN OPTIONS
Dear Mr. Hanson:
oa
c1y
The City is currently exploring various options to supply watermain to the Twin Lake Area as part of
the proposed street improvements in 2004. The two sources of water that could be utilized are
from Little Canada south of Interstate 694 and from the City of Vadnais Heights at the intersection
of Twin Lake Boulevard and Vadnais Boulevard. Given the two sources of water there are also
various options for extending the existing watermain to the Twin Lake Area. This letter will serve to
outline the options and provide estimated construction costs. The construction costs provided are
for watermain improvements only and do not include the street reconstruction costs for Twin Lake
Road and Twin Lake Trail.
City of Little Canada Watermain
If City of Little Canada watermain is to be provided to the residents in this area, it will require
jacking watermain under Interstate 694. There are two options associated with this that will
provide either longer dead end runs of watermain or increased cost. They are outlined in Table 1
as Option 1 and 2. An exhibit has been attached that depicts the proposed crossing locations.
The proposed watermain jacking at the west side of Twin Lake Boulevard is proposed for both
options.
The next issue to discuss if Little Canada watermain is provided is the length of dead end
watermain. Regardless of the location of the watermain jackings, there will be approximately 1900 -
feet of dead end watermain on the east end of Twin Lake Boulevard. It would be feasible from an
engineering standpoint to extend the watermain from the end of the cul -de -sac on Twin Lake Trail
around Twin Lake to the end of the cul -de -sac on Twin Lake Court. The existing section of
Vadnais Height's watermain through the Twin Lake Court development extended to the current
termination point on Twin Lake Boulevard could then be used as the final portion of the loop. This
option is noted as Option 3. The issues surrounding this option include an agreement that would
be necessary with Vadnais Heights to assume ownership of the watermain on Twin Lake Court
and additional cast. If an agreement could not be reached with the City of Vadnais Heights it is
also possible to construct a new parallel line. The construction cost of the parallel main is not
included. This option does include the jacking under Interstate 694, however the crossings would
be completed at the locations noted for Option 1.
C:Awinclows\TEMPyItr 030104 Hanson.doc 2 8
