RUG -20 -1999 09:08
NRC 612 595 9837 P.03/06
One final change which we would recommend to the Ordinance would be a formal "proof
of parking" clause. This concept allows businesses which can demonstrate a significantly
lower parking demand than that required in the Ordnance to provide area on a site plan
for future parking, but develop only a portion of the parking in the interim. As long as the
parking demand is kept low, the property remains as green space. When the occupant of
the property grows, or a new business with a higher demand moves in, the reserved area
can then be required to be developed. We have applied this technique in other areas, and
it is quite successful.
pc: Joel Hanson
Kathy Glanzer
2
