Little Canada Mayor and City Council
FROM:' Stephen Grittmah
QATE: August 6, 1999
RE: ' Little Canada - Parking Standard.
tandards Analysis
FILE NO: 758.10 - 99.09
. . This report summarizes our review of the.City's parking standards, as requested by the
. City Council. •As the Zoning Administrator has noted in her report, the City's'method of
'cal'culating parking requirements changed in 1980, when the Ordinance went to a use -
based requirement, rather than a :district -based requirement. The example given in that
report illustrates the probiemswith • a district -based standard, and no other ordinances that
1 am aware of use that method any longer.
We utilized three Primary sources for our research. The first was.an American Planning
Association Sport which provides a quite. comprehensive summary of parking ordinances
from around the country. As mentioned above, all of the ordinan ces are use based. Some
rely on square footage of buildings, and sometely on employee counts. Little Canada's
ordinance utilizes a combination of the two, as do rnany other metro area ordinances.
Other ordinances which 'we have on filelwere also reviewed in summary to note if the
standards applied are significantly different, as a whole, than the standards used by Little
Canada. Finally, we utilized a study compiled by the Institute of Transportation Engineers
which examined actual parking demand of various • uses.' The data in this report is
provided on square footage, and employee counts, Where applicable. Some of the ITh
data is based an.relatively few studies.
Finally, rather than review every land use for which the Ordinance has a requirement, we
chose a few uses which generate the most common analysis, or Which have been the
subject of the greatest concern. These uses are: Retail commercial; Office; Automotive
service; Storage; Manufacturing /Fabrication; and Residential: . •
5775 WAYZATA BOULEVARD, SUITE 555 ST. .LOUI,S PARK, MINNESOTA.
