Fahey
COUNCIL
Jim LaValle
Matt Anderson
Rick Montour
Bill Blesener
ADMINISTRATOR
Joel R. Hanson
MEMORANDUM
TO: Mayor Fahey & Members of the City Council
FROM: Greg Schroeder, Public Works Director
DATE: January 8, 2004
RE: Water System Vulnerability Assessment & Emergency Response Plan
As indicated in my December 11, 2003 memo, staff was to review the Rural Water Association
Security and Emergency Management System software package (SEMS) to determine if would
accomplish the same Vulnerability Assessment and Emergency Response Plan as the St. Paul
Regional Water Services proposal. St. Paul Regional Water Services was going to charge us
$3,000 to help us prepare our plans.
Staff met with the Cities of Arden Hills and Roseville and the St. Paul Regional Water Services
to review and evaluate the SEMS software package. We all concluded that the SEMS software
package meets all of the requirements needed to complete our Vulnerability Assessment and
Emergency Plan. We also concluded that there are no fees or additional costs associated with the
SEMS software package. In addition, we all agreed to prepare our Vulnerability Assessment and
Emergency Response Plans as a group with St Paul Regional Water Service providing free
assistance to each city as needed.
Based on the above, the only costs associated with preparing our Vulnerability Assessment and
Emergency Response Plan will be staff time.
1[: '.CregSVWaterAVulnerability Asssessment And Emergency Response Plan Memo 2.doc
