Hanson <br />MEMORANDUM <br />TO: Mayor Fahey & Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: January 9, 2004 <br />RE: Development Update <br />Fasciana Property Development Concepts: <br />Gordie Howe has gained control of Sam Fasciana's property west of Condit Street between <br />Burke Land and Yorkton Court. He is also trying to secure control of some other, adjacent <br />parcels. There are a few issues he would like some feedback on. The first is townhomes versus <br />single family. Mr. Howe is aware of likely neighbor opposition and will be holding <br />neighborhood meetings to discuss that with them. The next is access and layout. (Attached are <br />some concepts he provided me with to consider.) The third is access to Condit and whether or <br />not we would consider the use of eminent domain to secure that access if he is unable to <br />negotiate it with the two affected property owners. (Note: This would not, displace either of the <br />impacted homes.) <br />Aldi Foods: <br />Aldi is nearing completion of their new building. I will attempt to learn the planned opening <br />date prior to Wednesday's meeting. They will also be in during the next planning cycle seeking <br />a variance to the sign ordinance. <br />We denied them one of the signs they applied for, as it did not comply with our zoning code. <br />Biagini/CI Title: <br />Mr. Biagini is finalizing lease arrangements with CI Title for the new building. We are also <br />finalizing the amendments to the development agreement to govern TIF assistance and <br />guarantees. Mr. Biagini thought he would be assigning his interests to CI Title through a sale to <br />them, but concerns over TIF guarantees have thrown a wrench into that plan. Mr. Biagini has <br />secured financing to proceed with CI Title as a tenant and they will have an option to buy over <br />the next few months if they change their minds. <br />
