Hanson <br />In reviewing the address files for auto license renewal, I have found some discrepancies with the Benchmark Auto <br />License. The two main points in question are whether Benchmark Auto holds an Auto Retail or Wholesale <br />License and their outdoor storage. I have included the council minutes for both items. <br />The auto license was applied for in 1985. At that time, the minutes refer to Benchmark Auto being issued a used <br />car sales license. Steve Carlson during the meeting on August l4, 1985, says his office will be dealing with <br />various car dealers around town to sell his cars on consignment. Mike Fahey suggested that Steve meet with the <br />planner on whether or not he even needs a license as he would just be wholesaling cars. Steve Carlson appears <br />before the Planning Commission on September 12, 1985, reporting he buys late -model used cars that are damaged <br />and has them repaired and distributed on a consignment basis to various sales lots. The Planning Commission <br />recommended approval of the CUP for a used car sales license. At the September 25, 1985 after the motion to <br />approve Benchmark's license Mrs. Scalze pointed out this is the last used car sales license available in the City. <br />No reference was ever made in the motion whether Benchmark Auto was issued a wholesale or retail license. <br />When the City issued his licenses the wording on the license stated Auto Sales License. In 1999, when he applied <br />for a Conditional Use Pennit for exterior storage we referred to his business as an Auto Wholesaler. Benchmark <br />Auto has not been figured in on any of the counts for our maximum number of Auto Retail Licenses. I reviewed <br />the files for our other four Auto Retail Licenses and found that Tom's Auto was issued in 1984, Eich Auto 1992, <br />Best Auto 1996, and Valor Enterprises in 1999. In 2001, Steve questioned his wholesale license stating he had a <br />retail license. A retail license was issued to him at that time. In 2002, Steve questioned why he got a wholesale <br />renewal form and requested the retail license fonn. The license was questioned and this time he was issued a <br />wholesale license. Since I have been working to resolve some of these long standing issues, I have not issued his <br />license for 2003 -2004 renewal. <br />Options for license renewal: <br />Option 41 We issue Benchmark Auto a retail license and exceed our ordinance. When one of our other four <br />dealers does not renew their license we will not tale another one and bring our number back down to four. <br />Option 42 Change the ordinance to allow for five retail licenses. <br />Option =- issue iV iiciesale license. <br />- 2 3 - <br />
